Iv watched her for a while and the cats always been around, even when she had Zac, she would often be frying him bacon and giving the dog prawns at the same time.

Oh absolutely, she was always "omg Zac can't be around Babalucia" and all that bullshit. But I mean she never took any responsibility for Babalucia until Zac died. He used to come into her room every so often, but she'd always go on about how she wasn't going to feed him because it wasn't her cat and she refused to take on the responsibility as she had Zac to pay for.

It's awful when they pass, when Iv lost a pet Iv got another pretty quickly and found training and loving them difficult. But puppies are so hard. Don't let me ruin your plans
If you're young enough for it, and with full knowledge and bank account, fing do it. The most absolute miserable desperate desolate time of my life was between my previous girl and my current boy. If you can give that pup a loving home, then yes.
