Trouble is even if police find out who it is (maybe more then 1 person) they won't tell her who it is. As I'm sure they would just get a warning. I've read before of people being charged (arrested) for ringing 999 and they have done it 100's of times. It could be someone she has a police case with

It’s very difficult to prosecute as all emergency calls should be believed, I worked in a control room for police for a short time and there were regular callers that you just had to try to placate and those who were near prosecution but usually they’re vulnerable eg people in care homes or with extreme MH. There isn’t the resource to fanny about with the sort of dickhead behaviour we see on TikTok. I am surprised though that they send patrols or ambulances out to reports like ‘verbal disagreement’ the same night they’re obviously better funded than where I was
My friends dad had a fall last week, was told 10hr wait. Leading up to the 10th hr they rang my friend and said it's going to be another 11 hr wait. They ended up waiting 20hrs! Though out the 20 hrs they rang and kept them updated. So what on earth are these people saying what's wrong with Angie for an amberlance to get to hers and not have some sort of communication and waiting time
