Yeh. Unless within a 2 year window of the first incident occuring a new incident has happened they won't reopen it. Usually in police cases they ask if you are happy to pursue and press charges and depending on the incident they inform you that they will have to inform the other individual that a case is being reported against them.

The process takes weeks, they allocate an officer who will ring her and arrange a meeting. depending on cases they also ask to interview and question any individuals around them for more information, if the crime occured in another location the police will forward it to the relevant forces.
