Unfortunately volunteering at an animal rescue you learn quickly that no every animal in need can be saved. I assume the vet who is treating the dog Is saying it has a chance of survival. It's definitely upsetting that's for sure

I've seen many rescues abroad with very poorly dogs, they tend to keep them alive for as long as possible.
