I’d say 100% he shouldn’t be staying there at all (overnight) and vice versa. I know it sounds stupid but they have rules like that on certain schemes.

Yep! It’s a council scheme. If they start upsetting the locals they’ll just get rid of her. She’ll be able to have so many strikes then out, she’s probably not far off
