They (Kelly, Alex and Toni) are implying that the chair (Kelly's) was in the possession of a pedalo who lives below Kelly (it was revealed in Chloe's live (a separate live - after the comments were made by Kelly/Alex/Toni) that Kelly 'allegedly' knew the pedalo lived beneath her) and that the chair (Kelly's) would need to be cleaned because it would be covered in tears (children's) and the other. This is mocking CSA.
