Even if the case was NFA'ed it would be allocated on the investigation side of his profile on the police system. They would have investigated the case and eventually closed it etc, anyone whose a suspect, witness or victim has a profile within the police system
There has to be intent of sexual result for it to be an open cade i.e messages or photos otherwise it would not be deemed as breaking the law. Would not be surprised it he threatened her as well about reporting it
He sent her explicit images via Snapchat she didn't send back and if I remember correctly her dad found out and they went to the police, but he was most definitely 18 at the time. The police made her delete the snap chat account but she told Angie she would ask the police if she can get it back to prove to them she's not lying
