It looks like a council home to me. And she has said they own and have a mortgage on it. You can own council homes as far as I know but I think they are subsidized in some way (I lived in England for a while when I was younger and knew a few people who lived in/owned council homes).
Found this online on a UK government site. They would have qualified under the cramped conditions clause. She said they used to rent a room somewhere??
I’m not in the UK, but Noturbasicmama is in a council house and they are renovating, I think they are buying it, I’m not sure how it works.
