I also think that's the case - I watch a youtuber who frequently covers to catch a predator and that's what I've understood from their videos. If the minor in the animated CP is clearly animated to be a minor it's classed as CP and you can be charged. It would make sense that it's the same here as our laws in the UK around porn are stricter than most states in the US
