Cause she's learned that if she acts stupid and useless she 1) gets more attention from people willing to help her and 2) she can get other people to do all the dirty work for her. She's not stupid, sure look at the time she made out ste was looking at child porn when he wasn't, and when she hit him but tried to make it seem his fault.
