In particular, the Government was instructed to extend and oversee the social gas infrastructure programme (extension of gas pipes to private plots of land in residential areas connected to the gas supply, at no cost), and to provide Russian regions with funds to subsidise the installation of gas equipment for specific categories of local residents within the boundaries of their plots of land.

The President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia and the President of the Russian Federation released a statement

The statement includes an agreement to refrain from the use of force or the threat of using force and notes the need to discuss and resolve all problematic issues exclusively on the basis of the mutual recognition of sovereignty, territorial integrity and inviolability of borders in accordance with the UN Charter and the 1991 Alma-Ata Declaration.

It also stresses the importance of Russian peacekeepers’ presence in the region as well as their efforts to stabilise the situation in the region.

An in-depth exchange of views was held focusing on the current status of the efforts to implement the agreements on exporting grain from Black Sea ports that had been reached with the Turkish side.

Vladimir Putin provided an update clarifying the reasons for Russia's decision to suspend the deal. It was emphasised that, with the support of its Western curators, the Kiev regime used the maritime humanitarian corridor that had been created for the purpose of transporting Ukrainian grain to carry out attacks against the Russian Black Sea Fleet infrastructure and ships in Sevastopol, which ensured the safe operation of the above route. It is imperative to conduct a detailed investigation into the circumstances of this incident and have Kiev provide real guarantees of strict compliance with the Istanbul agreements, in particular, of not using the humanitarian corridor for military purposes. Only then will it be possible to review the resumption of work within this Black Sea Initiative.

The President of Russia noted the failure to fulfill the second part of the package agreements on unblocking Russian agricultural produce and fertiliser exports to global markets. Also, attention was drawn to the fact that the top-priority goal of delivering food to the neediest countries has not been fulfilled over the three months that these agreements had been in effect. In this regard, Russia's willingness to supply significant amounts of grain and fertiliser to Africa free of charge was reiterated.

The outcome of the trilateral meeting between the President of the Russian Federation, President of the Republic of Azerbaijan Ilham Aliyev and Prime Minister of the Republic of Armenia Nikol Pashinyan in Sochi on October 31 were discussed as well.

Dialogue continued on some important bilateral aspects with an emphasis on promising economy-related projects.

Taking the opportunity, Vladimir Putin once again congratulated Recep Tayyip Erdogan on Turkiye’s national holiday – Republic Day – that was marked on October 29.

It was agreed to maintain regular bilateral contacts at different levels.

“Should we ever withdraw from this agreement, prompted to do so by Ukraine’s failure to honour its obligations, we undertake to deliver for free to the poorest countries the same amount of grain that has so far been delivered from Ukrainian territory. In addition to this, we will not stand in the way of grain supplies from Ukraine to Turkiye in the future, considering its neutrality in the conflict in general and the potential of Turkiye’s grain processing sector, as well as President Erdogan’s efforts to promote the interests of the poorest countries,” the President of Russia pointed out.

Vladimir Putin had a telephone conversation with President of the Republic of Indonesia Joko Widodo

The two presidents discussed the agenda of the G20 summit scheduled to be held in Bali on November 15–16. The President of Russia spoke highly of the constructive and depoliticised work of the G20 Presidency of Indonesia on current topics such as stronger energy and food security, sustainable energy transition, digital transformation of the global economy, and the improvement of healthcare architecture. The sides noted he consistent personal efforts of Joko Widodo to promote a unifying agenda of the G20.

Speaking about global food security, Vladimir Putin put forth Russia’s fundamental approach to the implementation of the Istanbul package deal on Ukrainian grain exports from Black Sea ports and the unblocking of Russian agricultural and fertiliser exports to global markets. He updated the Indonesian President on the situation that developed after the Kiev regime used the maritime humanitarian corridor for a subversive attack against the infrastructure and ships of the Black Sea Fleet in Sevastopol, as well as Russia’s decision to resume the implementation of the grain initiative now that Ukraine has guaranteed the non-use of the humanitarian route for military purposes.

It was noted that Russia was ready to ship considerable amounts of grain to the poorest countries free of charge as humanitarian aid. Joko Widodo supported this approach.

Following up on the agreement reached during the Indonesian President’s visit to Russia in June 2022, the two leaders discussed several current issues of the successfully developing bilateral cooperation. They also reaffirmed their resolve to continue building up mutually beneficial ties in various fields.

The conversation took place at the initiative of the Indonesian side.
