The values of multiethnic harmony form the most important foundation for national unity, which is only getting stronger in the face of external aggression. Our opponents, people with neo-colonial thinking, do not understand that diversity makes us stronger.

Levels of national civic identity, when a person considers themself a citizen of the Russian Federation first, and then a representative of a particular nationality, have grown in recent years in direct proportion to the pressure on our country: in 2017 it was 63 percent, and in 2022 94.2 percent.

The main thing for us is to strengthen our statehood, the foundation of our home and our future is interethnic harmony.

The National Policy Strategy needs to be amended due to the new regions joining Russia. These regions are also multiethnic in composition.

On May 24, the President of Russia will address a plenary session of the second Eurasian Economic Forum. The forum’s theme is Eurasian Integration in a Multipolar World.

On May 25, Vladimir Putin will take part in a meeting of the Supreme Eurasian Economic Council. The meeting participants will discuss the implementation of the priorities of Russia’s chairmanship in the Eurasian Economic Union in 2023.

The President will also hold a series of meetings with the leaders of the EAEU member states and leaders of the states invited to the summit.

Highlights:

Fundamental changes are taking place in the global arena, with a greater number of states choosing a path towards strengthening their national sovereignty, pursuing an independent domestic and foreign policy, and adhering to their own development model. All of them support building a new, more just architecture of international economic relations.

The EAEU is pursuing a policy of expanding ties with neighbouring states in Asia, the Middle East, Africa, and Latin America – countries that represent the vast majority of the world population and serve as drivers for global economic growth and major areas that attract investment.

We see trade within the EAEU consistently growing: in 2022, it increased 14% to $83.3 billion. Russia has always taken responsible and fair action in cooperating with all countries, implementing the agreements adopted within the EAEU in full.

Obviously, we are interested in honest, productive and pragmatic interaction; we are always ready to cooperate with anyone willing to work with us based on these principles.

We see increasing relevance in building sustainable supply chains and expediting the development of international corridors, and see this as particularly important both within the EAEU and beyond, including on the North-South Transport Corridor project. The full implementation of this route will allow for annual shipping volumes of up to 30 million tonnes of cargo and help us compete with traditional trade routes.

We see dramatic changes taking place in the international financial sector. Russia is succeeding not only in adapting to this but also in becoming a leader in the process. We are pursuing a policy of reducing the share of currencies of unfriendly countries in mutual transactions, and intend to make even greater efforts to cooperate with our partners across the globe aiming at a full transition to national currencies.

Ensuring technological sovereignty is a priority for the union. Our countries boast the sufficient scientific, human resource and industrial potential to produce top quality, high-tech products that can compete in the global markets.

Supreme Eurasian Economic Council expanded meeting. The President’s key points:

Cooperation continues to strengthen within the EAEU, which is consistently asserting itself as one of the independent and self-sufficient centres of the emerging multipolar world.

The five countries interact on the principles of mutual benefit and respect for each other's interests, focusing on ensuring sustainable economic growth. Russia’s chairmanship of the EAEU this year is aimed at these key goals.

We will strive to achieve an equally high level of development within our association.

It is necessary to maintain real freedom of movement of goods, services, finances and human capital within the union, to ensure a synergy of all member states’ competitive advantages.

The President outlined objectives for further cooperation in the EAEU:

Development of industrial cooperation, with more new joint ventures using the common Made in the EAEU trademark. At the same time, it is important that the Eurasian quality mark on goods is real proof that the products meet the highest standards.

Strengthening technological sovereignty in the backbone sectors and achieving true technological self-sufficiency. Coordination of common priorities for technological transformation and innovative cooperation.

Building a single digital ecosystem, with the integration of national systems of digital public services and electronic governments.

Ensuring a stable banking and payment infrastructure; development and harmonisation of the Eurasian financial market. This will create favourable conditions for capital to remain within the EAEU borders and for it to be invested in further strengthening the five economies.

The establishment of a Eurasian rating agency that would provide balanced assessment tools to service the growing economic activity in the EAEU.

Introducing the concept of freedom of knowledge, to be exercised on the basis of general principles and standards of education, healthcare and public administration. This should contribute to the formation of a common cultural space.

Promoting tourism development in the EAEU; creating a network of new tourist routes.

Coordination of national educational and research programmes; harmonisation of requirements for professions; development of common educational and professional standards.

Strengthening, development and modernisation of supranational institutions, primarily the Eurasian Economic Commission, which must quickly and effectively respond to changes taking place in the world.

Further work to establish free trade zones with interested countries using the existing EAEU international payment infrastructure in national currencies.
