Vladimir Putin’s speech at the SPIEF 2023 plenary session
The President listed the major principles that ensure steady, long-term and sovereign development of the country’s economy:
Maintaining a balanced budget and monetary policy. This combination has resulted in record-low unemployment and inflation.
A policy of ensuring social justice, decreasing poverty and inequality.
A focus on promoting private initiative and expanding freedom of business activity.
Lifting digital restrictions and priority development of transport and logistics networks as well as other infrastructure.
The openness of the economy and expanding relations with reliable and responsible partners who are today’s drivers of the global economy.
“We need a proactive economic policy which can be built up and implemented in close alignment with the business community, our businesspeople. In fact, this means transitioning to a qualitatively new development level – a sovereign economy that not only responds to market conditions and takes into account demand but also creates demand itself,” the President of Russia said.
The President also outlined the directions for developing “supply-side economics”:
Improving employment resources: retraining people, universities and colleges to focus on successful job placement for their graduates.
Expanding entrepreneurial activity: support for beginning businesspeople and a system for smoothing the transition from SME to a larger business.
Ensuring investment growth: increasing investment in projects for manufacturing priority industrial products. The Project Finance Factory is already operating; it is now supporting 26 projects worth 1.8 trillion rubles; another seven projects have been endorsed, valued at 345 billion rubles.
Introducing lean manufacturing: raising the effectiveness of the real economy and services industry, stepping up labour productivity.
Production automation and use of AI technologies: a new platform is being launched for this, the Future Technologies Forum, which will provide a platform to discuss advanced trends in technology progress each year.
“Expanding Russia’s economic capabilities and fulfilling its potential must be directly linked with the growing well-being of our citizens. This is the essence of economic growth,” the President concluded.

The state flag of the Russian Federation and the flags of the USSR and the Russian Empire were raised on 175m high flagpoles installed along the coastline near the Park of the 300th Anniversary of St Petersburg. The event marks the anniversaries of each flag's establishment, with 330 years of Peter the Great’s tricolour, 100 years of the Red Banner, and 165 years of the flag of the Russian Empire.
The President observed the ceremony from the water, with comments given by Yelena Ilyukhina, Deputy General Director of Gazprom Neft and General Director of Gazprom Lakhta.

It is crucial to ensure a guaranteed waterway depth for ships especially on the most popular routes, which will help expand the passenger and cargo transport system.
The Government, along with the regions, must identify priority sections of waterways and work to fund improvements. Full financing must be envisioned from 2026 onward.
A decision was taken to finance the building of 260 boats through 2027 with funding from the National Wealth Fund.
The use of environmentally clean water transport must be expanded with related infrastructure.
The mechanism for purchasing and leasing boats/ships must be fine-tuned to provide for the renewal of the riverboat fleet.
The tax exemptions and insurance subsidies for domestic shipbuilders and riverboat operators currently in effect must be extended at the federal level to support these companies.
The government and the concerned regions must begin the reconstruction and modernisation of the Moscow Canal no later than 2025.

“The Ukrainian armed forces launched it [the counter-offensive] on June 4 using their strategic reserves. Oddly enough, it is a slow burn at the moment, because the enemy is sustaining serious personnel and equipment losses. As of last night or this early morning, to be exact, our men have taken down 245 tanks and about 678 armoured vehicles of different types, to say nothing of the enemy’s personnel losses, which are very significant. Apparently, the enemy is busy putting together new divisions out of brigades that sustained serious losses and is restoring its combat capacity. Of course, the enemy is wary of similarly large losses in the future because it might not just lead to it losing its combat effectiveness – or, to be exact, lead to losing not only its offensive potential but the army’s combat readiness in general,” the President said in part.

It seems that Ukraine’s Western allies have in fact decided to fight Russia until there are no Ukrainians left. At the same time, we must proceed from the premise that so far, the adversary has not depleted its offensive potential and has yet to deploy some of its strategic reserves. I am asking you to take this into consideration. We must be guided by the actual situation in our combat planning,” the President said.
