Vladimir Putin's key statements at an extended State Council Presidium meeting on the development of the labour market in the Russian Federation
"Our meeting is taking place during record low unemployment. This is one of the most important indicators that our economic policy and its social dimension are effective. At the same time, this is also an indicator that economic growth may encounter a shortage of labour resources,” the President of Russia stressed.
A number of measures are in force to increase employment and improve the quality of the work:
New jobs are being created and remote employment formats are being developing in regions with historically high unemployment.
The government is implementing a special programme to reduce youth unemployment.
Special military operation veterans and relatives of the deceased are provided with support in advanced training, employment, and in launching a business.
An essential guideline in developing economic and social policy measures is the transition to an economy of high wages in this decade.
"The state must help people of all ages become more professional, qualified, and therefore more competitive in the labour market. This is about creating real opportunities for people to enrich their knowledge base and gradually update their skills and competencies. Our entire system of education and, of course, upbringing should be aimed at this,” the head of state noted.
In order to do this:
Work is underway to improve the material and technical base of education institutions at all levels.
Up-to-date approaches must be used in secondary and higher vocational education.
A five-year outlook of human resource needs at the overall economy level will be created annually, starting in 2024.
“Practical steps in all the areas I outlined must be an integral part of our economic policy; and of course, the regions, the federal centre, and business must act together here, as I have said," Vladimir Putin emphasised.
