Vladimir Putin and President of Kyrgyzstan Sadyr Japarov made a press statement following Russia-Kyrgyzstan talks
The two leaders substantively discussed various aspects of trade and economic partnership between Russia and Kyrgyzstan and mutual payments in national currencies, the growing number of educational institutions in Kyrgyzstan with instruction in Russian, military and military-technical cooperation, as well as cooperation in energy, industry and other areas.
A package of joint documents was signed following the talks.
"In conclusion, I would like to express my sincere gratitude to our Kyrgyz friends and Sadyr Japarov for the productive joint work. I am confident that the results of our visit will contribute to the further expansion of allied relations between Russia and Kyrgyzstan and will certainly benefit all citizens of our states,” the Russian President stressed.
The President of Russia took part in a ceremony to mark the 20th anniversary of the Russian air base in Kant, Kyrgyzstan
"For 20 years, this airbase has played and continues to play a key role in ensuring Kyrgyzstan’s security and providing air support for the Collective Security Treaty Organization (CSTO) rapid deployment force in the Central Asian region," Vladimir Putin said.
Vladimir Putin delivered an address at the CIS Heads of State Council meeting in a restricted format
“Some countries, which are still registered as CIS members, are not working within this format. It began in Georgia after its former President made several attempts to resolve domestic problems by using military force and attacks against South Ossetia. Ukraine signed the founding documents of the CIS, but it has never joined the organisation on a full-scale basis. In fact, it avoided comprehensive cooperation from the very beginning. As for Moldova, it is losing its identity, and its elite does not regard themselves as Moldovans. They say they are Romanians. It is their choice. A complete loss of national identity is the choice of the current Moldovan leadership. Every one of us should decide if we want to preserve our identity or not. Working within the framework of the CIS allows us to do this and is strengthening our positions,” the President noted.
“Frankly, we understand perfectly well that this is not only happening with regard to the CIS but to all partners of Russia. Attempts are being made to pressurise, or more precisely, to intimidate them and to order them about. As we know very well, the CIS leaders are the people who are guided above all by their national interests. I hope that we will continue to develop our relations in the future with that in mind. Moreover, we see that the coarser the coercive methods used, the less successful the result is,” Vladimir Putin pointed out.
Vladimir Putin about the unprecedented aggravation of the Palestine-Israel conflict:
“These events, which are a huge tragedy for the Israelis and the Palestinians, are a direct result of the United States’ disastrous policy in the Middle East. The Americans, supported by their European satellites, attempted to monopolise the Middle Eastern settlement. They did not try to find compromises that would be acceptable to both sides, and they certainly never took the fundamental interests of the Palestinians into account. The Americans’ lopsided policy was pushing the situation increasingly deeper into a dead-end over many years. The main task now is to stop the bloodshed. I would like to emphasise that Russia is ready to coordinate its efforts with all the constructively minded partners.”
The President addressed the CIS Heads of State Council meeting in an expanded format
On January 1, 2024, Russia will assume the rotating chairmanship of the CIS.
“Russia is resolved to work energetically to further strengthen the prestige of the CIS as an integration association and to boost all-round cooperation within the organisation based on the principles of mutual understanding, trust, equality and good-neighbourliness. This concerns above all the key goals of strengthening the prosperity and the quality of life of the citizens of our countries,” Vladimir Putin said in his opening remarks.

The news conference focused on the prospects for the Commonwealth of Independent States, the possibility of concluding a peace treaty between Baku and Yerevan and the fate of Russian peacekeepers in Nagorno-Karabakh, the Russian military base's activities in Kyrgyzstan's Kant and the ratification of an agreement on a joint air defence system with Kyrgyzstan.
The President also spoke about the measures taken to stabilise the situation on the Russian foreign exchange market, the possibilities for settling the Palestinian-Israeli conflict, including with Russia's participation, and expectations from his upcoming visit to China.
Vladimir Putin took part, via video conference, in the opening ceremony for road construction projects in Russian regions
“Road management is one of the most important sectors of the domestic economy. And it is very important that road builders confidently implement their plans and ensure a high pace of road development, including motorways, as part of the backbone network of roads and international transport corridors,” the President noted.
New and upgraded transport infrastructure was put into operation in Mariupol (Donetsk People's Republic), Dagestan, the Krasnodar Territory, and the Sverdlovsk and Leningrad regions.
The President held a meeting to discuss the progress of the special military operation, as well as developments in the Palestinian-Israeli conflict zone.
On October 17-18, Vladimir Putin will visit the People's Republic of China to participate in the events of the Third Belt and Road International Forum
The programme of his stay in Beijing includes talks with President of the People's Republic of China Xi Jinping. The presidents will discuss issues of further developing the Russian-Chinese comprehensive partnership and strategic interaction, as well as current regional and international problems.
Also, a number of bilateral meetings with the leaders of states participating in the forum are planned.

The focus was on the crisis situation caused by the dramatic escalation of the Palestinian-Israeli conflict. The President of Russia expressed his sincere condolences to the families and friends of the Israeli victims and stressed his total rejection and condemnation of any actions that result in civilian casualties, including women and children.
Vladimir Putin laid out the steps being taken by Russia to help normalise the situation, prevent further escalation of violence and avert a humanitarian catastrophe in the Gaza Strip. In particular, the Israeli side was informed of the key points of today's telephone calls with the leaders of Palestine, Egypt, Iran and Syria.
Russia’s principled commitment to continue its work to end the Palestinian-Israeli conflict and achieve a peaceful settlement by political and diplomatic means was reaffirmed.

The meeting was held as part of the President’s working visit to the People's Republic of China, where he will take part in the Third Belt and Road Forum for International Cooperation.
