The President approved a list of instructions following the recent session of the Council of Science and Education and his meeting with recipients of research mega-grants and leading scientists

The measures included:

ensuring the creation of separate federal projects focused on developing the most important state-of-the-art technologies and advanced training and retraining of qualified personnel;

providing for measures aimed at achieving a higher level of training in mathematics, physics, chemistry, and biology both in comprehensive schools and occupational education institutions;

developing a unified programme on the basis of the Russian Science Foundation aimed at attracting leading scientists and young researchers to Russia's higher education institutions and mega-grants programme scientific organisations;

taking steps to bring in leading scientists and specialists (including from abroad) to take part in scientific research and development carried out in Russia, in particular projects related to the creation of unique scientific facilities (particularly mega-science installations).

Vladimir Putin signed executive orders on pardoning Paul Nicholas Whelan, Kevin Lik, Evan Gershkovich, Demuri Voronin, Vladimir Kara-Murza, Alsu Kurmasheva, Lilia Chanysheva, Vadim Ostanin, Ksenia Fadeyeva, Alexandra Skochilenko, Ilya Yashin, Andrei Pivovarov, and Oleg Orlov.

The decision to sign the executive orders was aimed to return Russian citizens detained and imprisoned in foreign countries.

The Russian side would like to extend gratitude to President of Belarus Alexander Lukashenko for his goodwill gesture of pardoning German citizen Rico Krieger who has been sentenced to death.

Moscow would also like to thank the leaders of all countries that provided assistance in preparing the exchange.

Chief of the General Staff of Russia's Armed Forces Valery Gerasimov presented a report on the current situation in the region.

During the telephone conversation, Vladimir Putin congratulated President of the Socialist Republic of Vietnam To Lam on being elected General Secretary of the Central Committee of the Communist Party of Vietnam, and wished him success in his work at the party and state level

The parties confirmed their mutual intent to continue strengthening the overarching strategic partnership between Russia and Vietnam and expanding bilateral cooperation across different areas. They expressed satisfaction with the progress in the implementation of the agreements reached after the Russian President’s state visit to Vietnam on June 20, and with the interactions between the two countries at the international stage, including in the light of Russia’s BRICS Chairmanship.

The presidents agreed to continue personal contacts.
