At the beginning of the meeting, Vladimir Putin wished the Russian people a happy National Flag Day. This holiday is celebrated in Russia on August 22.

The meeting addressed a range of current issues. In particular, Health Minister Mikhail Murashko gave a report on the development of child healthcare in Russia, Minister of Education Sergei Kravtsov presented the results of the previous school year and reported on public schools' preparations for the next one, and Deputy Prime Minister Alexander Novak provided an update on the preferential programme of gas supply provision.

Minister of Construction, Housing, and Utilities Irek Faizullin and Central Bank Governor Elvira Nabiullina presented reports on measures taken to support private home construction which was the top item on the agenda.

Additionally, the President took part, via videoconference, in the inauguration ceremonies for a number of education facilities opening in several Russian regions.

A 1,280-pupil comprehensive school has been constructed in the Dzerzhinsk District of Volgograd. School No. 1 also known as the Hero of the Soviet Union Oleg Koshevoy Lyceum has been re-opened following major repairs in the city of Antratsit, Lugansk People's Republic. A new 250-pupil school will now start accepting enrollment in the ulus of Nur-Seleniye, Ivolginsky District, Republic of Buryatia.

Vladimir Putin and Nikol Pashinyan continued their discussion of issues related to the normalisation of Armenian-Azerbaijani relations, including in view of the Russian President’s recent talks with President of Azerbaijan Ilham Aliyev during his state visit to Baku. The Russian side reaffirmed its commitment to further assisting Armenia and Azerbaijan in developing a peace agreement, advancing the process of delimitation and demarcation of the border, as well as in unblocking transport and logistical ties in the region.

During the exchange of views on the bilateral agenda, the parties highlighted the positive dynamics in trade and economic interaction.

The President heard over telephone the reports of the commanders of groups of forces on the operational situation in the areas of their responsibility.

Late Saturday night, Vladimir Putin heard reports from commanders performing combat tasks in the areas bordering on Ukraine

Commander of the 810th Naval Infantry Brigade of the Black Sea Fleet, commander of the 115th Naval Infantry Brigade of the Pacific Fleet, commander of the 11th Detached Airborne Assault Brigade, commander of the 56th Airborne Assault Regiment, and commander of the 51st Airborne Assault Regiment updated the Supreme Commander-in-Chief on the situation along the line of contact and went on to present their proposals regarding further developments as approved by the command headquarters of the corresponding military groups within their respective areas of responsibility.

funds to compensate damage caused to industrial and agricultural facilities are to be allocated from the federal budget;

arrangements are to be made to ensure evacuated children can receive in-person education at educational institutions in other regions, with the option of remote education to be taken into consideration;

prompt assistance is to be provided to the Belgorod, Bryansk, and Kursk regions with preparations for the heating season.

Vladimir Putin had a telephone conversation with Prime Minister of the Republic of India Narendra Modi

Narendra Modi informed Vladimir Putin about his recent visit to Kiev and stressed his commitment to bringing about a settlement for Ukraine by political and diplomatic means.

Vladimir Putin shared his principled assessment of the destructive policies of the Kiev authorities and their Western patrons, and went on to highlight Russia’s approaches to resolving this conflict.

The two leaders also discussed practical steps needed to implement trade and economic agreements resulting from Prime Minister Narendra Modi’s official visit to Russia in July 2024. They expressed satisfaction with the way the two countries have been working together within BRICS. Narendra Modi reaffirmed his readiness to take part in the October 2024 Kazan Summit, to be held as part of Russia’s BRICS chairmanship.

Vladimir Putin and Narendra Modi agreed to continue their bilateral contacts at various levels.

Vladimir Putin held a working meeting with Astrakhan Region Governor Igor Babushkin

The head of the region briefed the President on the social and economic situation in the region:

seven schools and 18 kindergartens have been built in the region over the last five years, with another five kindergartens to be completed by the end of 2024; as a result, children over 18 months old are now enrolled in preschool institutions immediately, with no need for a queue;

an expansion programme has been developed for the Astrakhan Cossack Cadet Corps;

a third of the Astrakhan region population receive various forms of welfare — over 12 billion rubles were allocated in 2023 for payments and benefits;

the region now has 59 kinds of support measures for the participants in the special military operation and their families, with 2.2 billion rubles allocated for direct payouts;

13,700 people living in 945 blocks of flats will be relocated as part of the dilapidated housing elimination programme;

the region has obtained 71 permits for the construction of blocks of flats with a total floor space capacity of 1,084,000 square meters;

transshipment through the Volga-Caspian Channel is on the rise: by year-end 2024, the total capacity of Astrakhan ports is expected to reach 5 million tonnes;

the shipbuilding companies have orders for two years in advance, with a total loan portfolio of about 50 billion rubles; eight new general cargo ships have been manufactured, with a fleet of container ships and a separate fleet of dredge ships in construction;

in the near future, a scientific analysis of the current state of the Volga and the Caspian Sea will be undertaken with a view to find a way to stop the shrinking of the latter.
